Clerk Spotlight: Broken Arrow, OK

Behind every successful government is a clerk keeping it all together through technology and cross-department collaboration. 

Broken Arrow, a city in northeastern Oklahoma, got its name from the Muscogee Creek Native Americans who settled there after being expelled from Alabama amid the Trail of Tears. Broken Arrow is a suburb of Tulsa with a population of approximately 115,000 people with a council-manager form of government.

Curtis Green, our featured clerk, spent 30 years as a leader in the public sector. His leadership experience included roles in public education, nonprofit organizations, and municipal government. He’s served as city clerk for Broken Arrow since July 2018.

Curtis discussed the many ways Broken Arrow had to pivot at the start of the pandemic, which included a temporary switch from in-person to virtual meetings and an increase in open records requests. Even before the pandemic, Broken Arrow utilized govMeetings Live Stream technology, but the software was particularly useful in a virtual environment. “The people of Broken Arrow are very engaged,” Curtis said. “They want to know what’s going on, so being able to live-stream with govMeetings Live Stream has been a wonderful blessing that our residents have come to rely on.”

In addition to govMeetings Live Stream, Broken Arrow also uses govMeetings Legistar, our legislative management software and Send Agenda, a free integration that makes it easy to send meeting agendas to subscribed residents. “If you’re looking for a solution to engage more residents, I can’t think of anything better than Send Agenda,” Curtis said. “It’s an easy way to get information to the public and it’s cut down on emails and phone calls too. I honestly can’t praise this one feature enough.” As of September 2021, Broken Arrow has 12,801 Send Agenda subscribers with an impressive 81% engagement rate.
